Everyone makes the same mistake, you cannot meet up-list requirements by RSing. An RS does not add value to anything and just raising your PPS for a month doesn't fool anyone.
If you are already satisfying the requirements for up-listing, you don't need an RS, your PPS will follow your true value.
99% of all RS's are done to make room to dilute. They serve no other practical function, especially in the OTC Market.
