AG Governor concern was scrunity, now unless he believe the RI-DEM is incompetent, the last 2 years of working with the project should be more than enough scrutiny.

BTW AG STATED IN HIS CONCLUSION

And who job is it to see if it meets the necessary requirement AG or RI-DEM.
