I still say it doesn't mean sh3t except to the people who bought that same week. He would have had no restrictions on what he would have to sell those shares for . He was selling as a private concern. Price determined on him needing the money and how much someone was willing to pay.

Not declaring it,careless to say the least. Not unlawful. Transactions are overlooked quite often even with public firms
