If they didn’t follow it, would it effectively make it perfectly fine and legal to fly to California to open up shop there? Basically it would be illegal in Florida but legal in California?

I've held all along that the way this mess is unfolding = it's going to likely become a "STATE'S RIGHTS ISSUE" IMO.

Thus, yep - just like speed limits and legal drinking age and 1,000 other issues, you can cross a state line and the whole world can change in a blink of an eye.

I've landed in parts of some states - where honest to God, I wondered if I was still inside the freaking good ole US of A it was so bizzaro and odd-ball backwoods screwy? Someone telling me, "Uh, no, you can't get a beer here, but you can drink hard liquor but have to buy the bottle and then bring it to the food place un-opened and pay a cork charge and the waiter will open it and pour it at your table and you can drink till you fall down" WTF LOL ????

Solution of course - was drive literally 6.2 miles down some back road, load the trunk of the car with beer from a "wet county" and drive right back across the county line to the "dry county" to where we were and drink all the beer we wanted - as sheriff "Bunkus" probably covered about 2,000 square miles of territory and the good ole boys told you, "Flip him a $20 and he don't care about beer anyways" let go, we'll show you were to buy it and lets party.

EVENTUALLY - IF, IF stem cells get big enough (and they likely will) and there's enough big money in it (the big pharma of the world) - then all these "issues" likely get rolled-up in some mega landmark lawsuits that will last years and cost megabucks and land in the SCOTUS (Supreme Court of the land) and/or the Congress and become "uniform" across the 50 states.

Until then - likely to be a mish-mash of state laws is my "guess".

So yep - just like good ole weed and smoking it, it will vary greatly from state to state is my prediction. Weed is still a bust and misdemeanor arrest in many states - in others, smoke it up right in the open and grow it by the many lb's and no longer any worries.

"Stem cells" can very much look like "weed" one day IMO - state to state and the FDA (just like the DEA and other FEDERAL alphabet agencies) will be told by many states is my "guess" to just go pound sand and stay the hell out of our state's rights issue.

I "think" that's where this mess may land for a while - again, to be ironed out later by big money, big law, big pharma and then Congress and maybe SCOTUS - but we're talking years from now still, like probably 5 to 10 years as a wild ass guess.
