Mm's short stock because they 'borrow' stocks to fill orders, then replace them. People who think they have their shares 'locked up' have them for sale at a high price, but MM's don't pay, they borrow and return them.
SHAREHOLDERS don't short penny stocks. TRY IT. You CAN'T.
