The shares are all held by DTC so its impossible for the company to remove them without RS. The float is the same as held at DTC. Those shares have all been issued and in accounts. The only way to remove them is by RS

Everyone knows the shares are valid and in the float but that doesn't mean they are in the hands of retail which is quit obvious by the way this trades.The company can cancel any shares they want if retail doesn't own them.
