the numbers are what the MM wants to show. some "buys" are sells and some "sells" are buys. the order book system of OTC is a wild west show. hell the MM is not legally required to make any retail trade, and not required to send any buy/sell trade data to L2. Just so you know, L2 is NOT the OTC order book. OTC order book / ECN is a separate system, it is not centralized. L2 only shows whatever the MM feels like sending to it for display to us lowly retail folks.
OTC MM's only exist to 'make a market' in their assigned equities, for sake of making trade commissions. it is nothing like big boards where there are strict rules / guidelines for MM's to follow, auditing of trades, automatic halts put on stocks that drop below a certain %, and many cases where the MM can be fined $1m for breaking rules.
the rule in OTC market making is "there ain't no rules son".
