perhaps it's simply lure, bait to initiate finding out what us as shareholders are up to
wouldn't you like to know what the other side is doing when you've been unlawful ??

I consider the source of my information before I deem it believable
perhaps carter thought we'd be naive victims
now that word got out that we're resourceful & taking any and ALL measures to advocate for our rights,
he may want to put out fires by appeasing us with "ALL is WELL.. .NO SMOKE HERE"
(meanwhile there's 5 firetrucks with sirens coming)
