Steve, this PR was discussed here before. Universities are meant to advance the scientific debate and/or to explore new scientific or technological frontiers. Moreover, if subsidized, it is not uncommon for universities to show progress to justify the funding. Between research papers and practical implementation it may well take years. I understand from industry insiders ( lots of highly skilled engineering R&D resources) that silicon has or is about to reach its limits. I will not specify why, would take too long. It would seem some university scientists are still caught up in their old scientific ( silicon) and semi conductor paradigm, like many businesses. By the way, I know that Professor Reed is a good academic friend of Michael Lebby.
