Furthermore...

Lots of old tickers have been slapped with the CE because somebody frontloaded and then did an email blast or something. It had nothing to do with previous management.

A CE Warning of that type can be easily removed if-and-when a custodian files a new Form 211.

This would like a car manufacturer selling cars that would not allow you to drive into certain neighborhoods.
