IMO they need to publish the finalized capital rule. Likely ready now.

I stand by my prediction of the first week in Dec and hedge in saying the second week if not the first.

It may be done (I think they may still be tweaking it to address any Treasury concerns) however, its not over 'till its out. To process this internally and get everyone to initial off on something like this (and to address the inevitable supervisory comments) takes weeks. They will wait until the Thanksgiving holiday is over for final vetting but get 'er done before people bolt for Christmas and/or use or lose leave (although they could get a Covid exception this year and Mark could let them carry it over).
