GOVT can keep writing new Cap Rules

There is nothing preventing the incoming admin
from writing another Cap Rule as soon as they
take power.

As soon as the GSEs get close to meeting the requirements
of the Cap Rule then just write another one so they
can never meet the goal and exit conservatorship.

It’s called a never-ending poison pill.
