What's funny is, it doesn't work that way. People can buy and sell while the float is locked. That's what makes the PPS go up and down.

The word "locked" is obviously causing some confusion. It's not a literal LOCK on shares. It's more fluid.

But there are very detailed explanations, easy to find online, and they are factual. There's no reason to guess about any of this stuff when it's so easy to find the factual information.
