I think what probably happened was that the moron who hit a market sell probably saw the 120K bid at .16, and tried to sell about 120K into the bid at a market sell. And once the evil MM saw that they pull bids and let it crash.

That's why you never sell market in the OTC EVER. Or set stop losses. But the MM are some evil pricks for sure, because they need to have Level 3 to be able to see that order and have time to pull the bid.
