The Notice of Effect was the acceptance of the S1 by the SEC for those pipe investors that bought the shares in the offering at $0.86 to resell them on the open market. Does not have anything to do with uplist however those investors would be crazy to sell before uplift so if they sell during the increased demand after uplift it will be good timing to minimize the downward pressure on the stock from that sudden increased supply of shares.
