All I’m reading about these days is the chess match between Repubs and Dems taking place in the HEALS/HEROES Act negotiations

And as much as I would have loved to see CBD Legalization in the initial draft of the HEALS Act, I now understand why it wouldn’t have made much sense for Mitch to include it right out of the gate

The House, controlled by Dems, passed their $3T HEROES Act 2.5 months ago

They included everything but the kitchen sink in that bill

Tons of pork

There is very little concern about the growing federal deficit, with the emphasis being on stimulating the economy at all costs

The Senate, controlled by Repubs, has been throwing out this $1T figure for months now, and that is, in fact, the price of their first draft

Now, the Senate knows that any bill totaling $1T would never pass the House

And the House knows that any bill totaling $3T would never pass the Senate

So the Senate knows that the ultimate cost of the bill is going to come in considerably higher than $1T

But since the House went so “overboard” in their Economic Stimulus Bill, the Senate needs to do the same with respect to being overly conservative

This is why the Senate draft is such a barebones proposal

It’s negotiating 101

In addition, a number of Repub Senators are saying that they won’t vote for the HEALS Act because they don’t feel the economy needs any stimulus

Now some of this is political posturing ahead of the election — these Senators run on small government, so it’s part of their brand

But the bottom line is that in order for the HEALS Act to gain enough support to pass the Senate, it needs to be very lean, especially at the earliest stages of its introduction — otherwise, it is a complete non-starter

So when will we see the kind of legislative attachments, insertions and amendments that would permit Mitch to add CBD Legalization to the HEALS Act?

As the HEALS Act progresses through the Senate, I expect to see these types of legislative additions come into play

There are now 2 different possibilities for CBD Legalization to be added moving forward

Before the HEALS Act comes up for passage in the Senate

And after the HEALS Act passes the Senate and the HEROES Act and HEALS Act move into Conference
