Your thoughts are logical but you're leaving out the part where the established film studio pays the movie theaters to show their sequel and not show the new upstart film.

The only risk of failure for the FDA is upsetting the donor class. I don't recall IPIX ever making a campaign contribution of any kind. As a result, we get to swim upstream. We may get there based on supreme fitness of our candidate, but it's a hell of a lot harder.
