The statement "more likely than not" is a relative term that that can be stated as a percentage such as "more likely than 50%". The opposite/negative/not of this is "less likely than 50%". So the whole statement can be rewritten as "there is in our opinion a less than 50% chance that resolution of these tax matters will result in a material charge (between $0 and $800,000).
