He could have told you they were taking a vote to authorize another 100 million shares and then sell 50 million of them.

They did not tell you that.

They should have told you that -- what if the trials fail -- usually a company would not take that chance and they would authorize and sell shares now. LOOK at MRNA Sell Shares

THEY JUST TOLD YOU THEY ARE EXTREMELY CONFIDENT OF SUCCESS

THEY ARE BETTING 50 MILLION DOLLARS ON SUCCESS

They could have easily authorized and issued 50 million shares at $ 1. per share.

Instead they chose UPLIST meaning Most Companies cannot buy shares of a penny stock on the OTCBB uplist opens to all investors.

This is pretty much a lock from the companies perspective.

THE ONLY REASON I did not buy more today was I thought the authorization and sale of shares a prudent choice and expected it. That there is No Dilution until results are released indicates Extreme Confidence.
