It seems that the only thing that matters is When and With Whom a DEAL will be made? Acquisition, Merger, or some other kind of Business Combination?
With another Public Company or Private Company? Will Details of the Potential Transaction be Publicly Disclosed?
(Public Disclosure could certainly help with Compliance, as well as, Generate Investor Interest, if Company seeks Equity Financing or just to Make the Stock More Liquid and Less Thinly Traded)

Specifically, it seems that a Major Percentage of Stock is Owned by just a Few, or Several Shareholders, according to Financial Disclosures, right?

So, it seems from the aforementioned some might surmise that the Company is Operating Like a Private Company, where they have a lot more at stake, and at the same time Being Aligned with All Shareholders, especially because of their High Ownership Percentages (Management and the Board being the Major Shareholders - Which it seems Tosses Pual's Pessimistic Theory "Out the Window")

Since They (Management and the Board of Directors) are the Major Shareholders, they don't Necessarily feel it imperative to immediately report to Small Shareholders, as long as They Comply with Reporting Requirements, is what counts, right?
