He should do that anyway, the Carter doctrine has long since passed its usefulness. Also results from the path he took by choosing OPEC+ over small US independents was obvious, ie continue oil price drop, so lets not pretend that he didn't know this was the likely outcome. Unless you agree with Tillerson that he is an effing idiot, which I don't. He is all just about himself.
