Sometimes experiments are terminated early if evidence of efficacy becomes obvious.

When low-dose aspirin was being tested as a treatment to reduce heart attacks, the advantage in the survival rate of patients taking the aspirin (a 4% reduction in mortality) became obvious before the experiment was completed. Scientists terminated the study early and offered low-dose aspirin to patients who had been in the placeho group.

In the case of covid-19, a decent-scale experiment is already underway. We should have pretty solid evidence in a week or two. In the meantime, doctors are free to try out the treatment on their patients if they feel it might help.
