Simple, because they cancelled their offering. That's why it's bad news. Why did they do the reverse split... for the offering. Now it's cancelled?!??! Is it lack of interest? Is it because they can't maintain a $5 stock price? Who knows, but it can't be good. If it were "Great News" as you and others have said, the stock would be higher.

I agree that the small float is good. There hasn't been dilution...YET.
