If price stays at it's current level then yes it would be difficult for most to make money at mining. The key is knowing at what price would mining still be profitable for INTV. I think the assumption is that the price is going much higher. Also, there's still LTC and ETH. If BTC goes higher those two will also, which could dramatically increase profits.
