There could be 290 Billion Shares Authorized. That does not matter unless and until the shares are brought to the market.
Market cap is based on Outstanding shares not Authorized shares. P/E ratios and all other metrics are based on O/S as well.
The A/S has zero to do with the current price. The price has been $1.80 per share well after the R/S news.
That is why that theory has no merit.
