But as we both know, float is very low.

That's why when an institution decides to add shares or open a new position, they will almost inevitably raise the share price all by themselves. Similar in some ways to another stock we both know. PED might likewise not require HUGE volumes to increase their share price. As long as they have a plan for increasing revenues and keep moving forward with that plan, all should be well (barring any major overall market disruption).
