Maybe one could say that FCEL THINKS that the prices and so on re the PPAs are "negotiated" but that little weight should be given to that belief until such time as LIPA signs on the dotted line. Based on publicly available information provided by FCEL on its website, I think FCEL fully understands that they don't yet have PPAs for the 32.4 MW.

I'm a little bit more optimistic, however, based on the NY ISO info you provided. Wait and see... and everyone, needless to say, should be doing their own due diligence.
