CLF’s payment of a special dividend in additional to the regular quarterly dividend on 10/15/19 makes it unlikely that the (regular) dividend will be increased in the near future.

If CLF were planning to increase the dividend, they would’ve simply done that last quarter instead of declaring the special dividend.
