Um...Huh?? It's probably time for a basic arithmetic lesson:

10/16 o/s = 66M
Restricted = 11M
Unrestricted = 55M

55M+11M = 66M

10/15 o/s = 88M
restricted = 33M
unrestricted = 55M

55M+33M = 88M

33M restricted --> 11M restricted = flucuations in restricted.
