Timing is usually off with most companies. Things rarely happen as expected, especially when multiple parties are involved

However, factual representations about dividend ratio's etc shouldnt change without notification at a minimum. Some people use this information as a basis for their investment decisions.

In any case, the company should convey to shareholders any changes in ratios and an explanation why.

Frankly, should have made that clear as a possibility from the beginning

Of course, this is all moot if it remains 60/69
