CBD has exploded onto the market, leaving a lot of confused consumers in its wake. This session will get you up to speed on the regulatory framework for CBD products. The session will highlight some of the challenges on this space, as well as the scientific information that consumers, and co-regulators need to know.

In the article, it states

Bolton said that state policies should encourage development of FDA-approved cannabis-derived medicines for serious and life-threatening diseases but that consumers need strong quality control over products to be sold in a mass-market setting without physician oversight. Bolton added that he is certain FDA will take this approach



Not sure exactly what to make of this, but he does refer the framework and quality control. It seems a strong indication that CBD would be allowed in some capacity as part of their framework.
