IMHO it won't happen because Congress approved 25 billion for the program way back in 2008.
Even though they only paid out 8.4 billion, there probably are no funds earmarked for the program presently and a new act of Congress might be required.
I highly doubt there are 16.6 billion dollars sitting in an account somewhere waiting this long to be doled out.
This is not late 2008. I don't think anyone is saying this economy needs liquidity desperately enough that the government should step in and give out more cash for klunkers, atvm loans, programs to rebuild perfectly good roads so fast you need to train 15,000 new workers who will never find work in roadbuilding again because they'll never be needed again, or similar.
