I believe it means that outstanding shares were planned to be given to someone, or some party. For whatever reason, the plans changed. Adrian can cancel the shares, and reduce the total outstanding share count. If he were to cancel the 83 or so million shares he talked about, the official O/S should be about 28 million shares.

The cancellation shouldn't affect the float, because they were not free trading shares to begin with. However, it would look a lot better.

Unfortunately, with the reputation Adrian is continuing to build, I would put the chance of him doing this is extremely unlikely
