Low float does not mean good or bad. It means that generally it can be more volatile. Sometimes you will hear someone ranting that stock came out with great news and it has a low float. Well if the news is very good, sometimes a low float stock will move up more quickly.

Level II question - generally, if the bid is stronger than the ask the chances of an uptick are better. So if the bid has more market makers than the ask the chances of the price going up are better.
