If someone shares are loaned out and then after a nice run up they decide to place a sell order then those shares are no longer eligible short and can trigger a close to the shorts. That how it was explain to me. I do agree the shorts covering will not be the impetus to a higher share price. It will be the science. I also believe most shorts are hedged against a run.
