Not unless Missling and/or the analyst and/or the publication want to risk criminal prosecution. Passing non-public inside information to an analyst who then publishes a report with a BUY recommendation and lofty price target would open up both up to criminal prosecution.

I think Janney smells an offering coming and wants to be part of the deal. That's likely why the analyst initiated coverage.
