I know that for S1 filing for new companies there is communications restriction for "Gun Jumping". Which means they can't have any communications or offer to sell or simulate investor interest. I don't know if it applies to uplisting. I can't find anything that requires an S1 for uplisting. Anyway, my concerns are all the numerous promised updates over the last 2 years. Tell them to read all their PRs and tweets and shareholder letters and fulfill all those promises.
