Good afternoon XYZ Hemp/GRPS. Just sharing the latest DD I found.

You may recall back in December it was first announced that RSHN and XYZ engaged a prominent DC lobbyist firm for its initiatives. (Link)

The lobbyist's activities were also mentioned in the January annual update and in the most recent PR on 4/30 which outlined the grant initiatives. (Link to PR)

Grant Initiatives:

The following initiatives, by a very high-powered and well-known lobbyist submitted to various well-funded government entities, at the behest of RSHN and GRPS and the payment for such related professional fees borne by RSHN and GRPS, seeking funding for subsidiaries and other companies with which one or both enjoy a strategic alliance:

New Earth Development Corporation Proposal seeks $400,000,000 from the EPA
Freedom Fleet Initiative seeking $50,000,000 from the Department of Homeland Security
Great Rate Freight Inc. seeks $10,000,000 from the Federal Highway Association
Truckers Coalition of North America seeks $10,000,000 from the Federal Highway Association
Rhamnolipid, Inc. seeks $48,000,000 from the Department of Agriculture, including for the Purchase land and Biosurfactant tanks, Installation Drones/robots and software automation for its Sales of Biosurfactants and crop management Power replacement of electricity with Solar
XYZ Hemp, Inc. – seeks $50,000,000 from the Health Resources and Services Administration Development of Free Educational Platform to Alleviate the Shortage of Physicians and Eliminate Medical Student Loan Debt
We are also seeking other funding initiatives which have not yet been filed.

As we know, Dolkart Law (by John E. Dolkart, Esq) is the current counsel for RSHN and XYZ. http://dolkartlaw.com/

In searching Google for other businesses and activities associated with Dolkart, I came across this on opensecrets-gov (Link)



Government lobbying is required to be disclosed. Based on these findings, through Dolkart Law, I would reasonably speculate that the prominent lobbyist is Jack Burkman of JM Burkman & Associates. https://jmburkman-associates.com/

These photos show Dolkart paid $40,000 to JM Burkman & Associates. This jives with the PRs in saying that RSHN and XYZ have borned the costs. (It is also close to the amount Goulding Loaned XYZ $37,500) Unless Dolkart has fronted the retainer, we could see this expense in today's quarterly filing. Secondly, the disclosure was signed by Jack Burkman on 4/20, making the 4/30 PR correct in that it was officially in motion and cost expended.



All government lobbying requires a disclosure such as this one below. You will see the issues on this sheet are listed as "SEC policy issues; House Financial Services Committee; Senate Banking Committee". I doubt they would list the initiatives here. There is likely a more formal internal agreement between JM Burkman and Dolkart on the specific issues retained for, but either way, lobbying for these issues would help RSHN and XYZ.
