VRUs will not get to Nasdaq with a 1.5 B OS. That would require a $6 B market cap, which won't happen in any reasonable amount of time.
The only way out of that huge OS is either a share buyback (using profit, after paying off that $2M debt) or an RS...
So, what they SAY and what is likely to happen is very different.
