L2 lets you see market makers, the entities that trade shares back and forth to provide liquidity. Most of them are shady on the OTC, but I looked up MAXM and that is an institutional market maker. The significance is usually MAXM takes the bottom position on the bid and ask, meaning it's basically not trading shares. I have literally never seen it trade shares much less move up to the top of the bid and buy shares.

To me this signals that some big players are quietly starting to get into this ticker. If I'm right, the volume should go up today.
