I agree. There is no question a number of those companies are long dead, and there is no chance of them requesting the chill be removed.

I haven't looked into it too deeply, but it looks to me like it is simply administrative actions to clear the old chills in compliance with their new policy.

If it was actually a company requesting the removal, I highly doubt the company would have been included in the same notice with dead and gone companies like SpongeTech. Knowing DTC, a requester would likely be in their own notice or grouped with other requesters, as they would process the action(s) separately from the purely administrative actions.
