Buybacks are not used as often as people think. Generally the only good time to issue a buyback is when a company is in maturity or decline and has nothing better to do with their cash. Investors consider it a poor use of cash to buy back shares when they could use the money to grow their company instead.

It is possible that they paid all or a large part of the 19 bil shares to someone they know to pay off a debt and that person or company plans on converting to long term preferred shares. To me, that would be the best scenario.

As for the debt, they haven't said anything yet and likely won't unless they were unable to pay it. Paying your bills is not a material event.
