It's not traditional dilution. In fact, many Nasdaq stocks take this route to raise capital.

Question: are these new shares that cut into the AS or do they come from the float?

There's also more than likely a restriction on when these shares are permitted to be sold.

Also--once we become HEXA, AS are reduced to 4 billion.
