I would say that "going out on a limb" doesn't have to be negative.
Think of a little kid asking you to get his kite that is stuck up in a tree.
You climb up and go out on a limb. You're not sure if it's gonna work, but you think the reward is worth the risk.
I'd say it's an honest, positive report.
