Why is the bid-ask spread so huge?

I'm sure this is a stupid question, but I don't understand how these types of stocks work.

Today, the bid is $0.01 and the ask is $0.61. So, you would lose $0.6 per share or -98.4% if you bought and sold at the same time. If you bought at $0.61, the bid would have to go up 6100% for you to break even.

Is the bid ask spread for SFIV usually this wide?
