The point being that the company claims through its S - 1 offering to be registering 2,000,000 shares to be sold @ $2.00 per share while the insiders will be selling 24.6 million @.065.
Total nonsense to put it mildly.

Also note that they have been trying to get an S - 1 effective since March of 2017 which was amended in June 2018 then refiled a new S - 1 in June 2018 and are now on their 5th amended filing for that one.
