Why a R/S is coming now:

One filing fee for a (name change, ticker change, and R/S), or two filing fees (name and ticker change) + (R/S).

$GOIG effects a 1 : 1,000 R/S on the current 4,133,169,342 shares and restarts with a new name, new ticker and 4.1M O/S on the other side with only one FINRA filing fee.

Alternatively, Ike Sutton can undo the name change, which is the leading edge of the R/S process.
