the number of Shares that may be issued or transferred pursuant to Awards shall be limited to 200,000,000 Shares

I am not the greatest at reading these things and understanding everything but this is what I found in the filing

Issued or Transferred ?? Hopefully it could be a share transfer instead of a issue?

If anyone else who knows more about these filing could help out. I just can't find whether it says it will be dilution for sure or not.
