Companies would stop dilution if people would stop buying the shares. Typically, there is some sort of horrible financing involved by some company (at least in the pennies), but that company can usually turn around and dump those shares at a profit because the shares get bought by individuals. People continually vote for their incumbent because it's the OTHER states' congress people that are the problem.
