What he meant was people who use Fidelity will be able to purchase FRTN stock once they become current with their filings, not that Fidelity themselves will buy.

Fidelity, and many other brokerages, will not allow their users to buy stocks with the stop sign or skull and cross bones at otcmarkets. Once FRTN officially files again with otcmarkets then otcmarkets will remove the stop sign and at that point Fidelity would allow their users to buy FRTN stock.
